Aysen: an extreme zone with extra benefits
Chile’s Aysen Region has a classification that few people know about but that makes a huge difference when buying property: extreme zone (zona extrema). This means all MINVU housing subsidies come with increased amounts, property price caps are higher, and there are specific programs that don’t apply in Santiago or Valparaiso.

A note on UF: Chile uses the UF (Unidad de Fomento) for real estate, an inflation-indexed unit updated daily. As of early 2026, 1 UF is approximately CLP $38,500 or USD $40. All subsidy amounts are set in UF.
Available housing subsidies in Aysen
DS1: Middle-Class Housing Subsidy
The DS1 is the most widely used subsidy for middle-income buyers. It has 3 tiers, and in Aysen the caps are higher:

For families in the bottom 40% of the Social Household Registry:

Published in May 2025, this law is a game-changer:
- Rate reduction: 0.61 to 1.16 percentage points off your mortgage rate
- Applied automatically when the mortgage is approved (no separate application)
- Properties up to 4,000 UF (general public)
- Properties up to 3,000 UF (DS1 Tier 2-3 and DS19 beneficiaries)
- Down payment reduced to 10% with FOGAES guarantee (normally 20%)
- Valid: until May 2027 or until 50,000 spots are filled
- New construction only (first sale)
With the current base rate of ~4.13% (Tasas.cl), the subsidy can bring the effective rate down to ~2.23-3.52%.
Real Example: An apartment worth UF 2,500 at Lomas de Coyhaique II. With FOGAES, the down payment is 10% (UF 250 = ~CLP $9.6M / ~USD $10,000). A loan of UF 2,250 at a subsidized rate of 3.42% over 30 years gives a monthly payment of ~CLP $341,660 (~USD $350). That’s less than the average rent for a similar apartment in Coyhaique.
Step-by-step buying process
1. Get your RUT and open a savings account (month 1-12)
- If you’re Chilean, you already have a RUT. If you’re a foreigner, request one at the SII with your passport and a Chilean address.
- Open a housing savings account at BancoEstado (Jose de Moraleda 502, Coyhaique) or another bank.
- Save the minimum required for the subsidy tier you’re targeting.
2. Apply for the subsidy (when the round opens)
- DS1: 100% online application at minvu.cl
- You’ll need: ID card, savings account with 12+ months history, up-to-date RSH
